According to Lancashire County Council’s latest Transport Asset Management Plan (December 2017, publish 8th January 2018, copy attached) roads, footpaths and street lighting all improved between 2014 and 2017, under the Labour administration.
The only reduction in condition was bridges which saw a slight reduction to a good standard. This is based on evidence developed from the 2013 baseline.
· Between 2014 and 2017 the average % of RED or AMBER on A roads reduced by 28% (67km), B roads reduced by 45% (99km) and C roads reduced by 37% (267km).
· The overall condition of our A and B roads can be regarded as ACCEPTABLE and the overall the condition of our C roads can be regarded as FAIR.
· The overall condition of footways as measured by defects has improved from GOOD to EXCELLENT.
· The overall condition of bridges and similar structures deteriorated slightly from marginally EXCELLENT to GOOD.
· The overall condition of street lighting improved from FAIR to GOOD.
The county council is now a top ‘Band 3’ authority in terms of Highway Asset Management; as a result, the County Council has received 100% of its 2017/18 Incentive Fund allocation.
Cllr John Fillis, Labour Deputy Leader, said "Given the millions of pounds of cuts imposed upon Lancashire by the Conservative Government over the last four years, the efforts made by our staff to maintain the roads have been outstanding. There has been steady progress to attain the "Band 3" status and it's imperative that we retain it for the foreseeable future."
"The current Conservative Administration have maintained Labour’s road policies and procedures and claim to have increased funding to urban and unclassified roads, but all we have seen is £2.6 million cuts to road safety. Right across Lancashire local people are now complaining about more and more potholes. We need action and not more Conservative failed promises."
"Things have not been perfect and major improvements will not be achieved until Lancashire gets its fair share of funding. According to analysis by the think tank IPPR, North London receives £1,943 per person compared with just £427 in the north."
