Burscough’s Ainscough Mill residents continue to suffer from lack of parking provision after their developers Persimmon Homes have completed the work.
Angry residents have contacted West Lancashire MP Rosie Cooper reporting that despite Persimmon Homes Lancashire having been found in breach of several planning conditions by West Lancashire Borough Council, little to no action is taken.
One of the conditions of the initial development stated that:
Within three months of the date of commencement of development full details of the communal car park layout including swept path analysis for refuse collection vehicles and provision of 10% mobility standard spaces shall be submitted to and approved in writing by the Local Planning Authority [Condition 15]
Although the development commencement date is noted as 1st September 2013, the situation is unresolved.
At July’s Planning Committee, the Borough Council refused an application for development of parking spaces on grass areas. Now the latest application has already hit a stumbling block because Lancashire County Council as the local Highway Authority alerted WLBC that the spaces Persimmon wish to reserve for disabled parking are in fact already allocated to residents of the Mill.
This afternoon, Cooper told QLocal: “You just couldn’t make it up!
"West Lancashire Borough Council put a condition on this planning application that this issue must be resolved within three months of commencement of development, effectively by Christmas 2013.
“We’re now at the end of 2018 five years on, the issue is unresolved, this latest application is a farce – with the approach even being approved by West Lancashire’s planners despite it contradicting their own planning application condition and their own Local Plan recommendations, and residents are still without parking spaces!
“This is a clear lesson for the Borough Council not to trust developers and to set any conditions with a discharge deadline before a spade goes in the ground, or else enforce more rigorously at the deadline date, because once they’ve done the work, sold and made their money there appears to be little WLBC can do to ensure they adhere to their conditions.
“Perhaps WLBC should think twice before granting planning permission to such developers with a wretched track record of ignorance and disrespect to its residents and the Council, before their enforcement reputation as a toothless tiger is further reinforced!”
