    Lancashire's busy Police and Crime Commissioner spared an hour out of his crowded schedule last Monday for what's believed to be his first public meeting in Burscough.





    He called in for an hour long discussion about matters of concern in the parish which was held at the village cricket Club: QLocal's Roger Blaxall would like to thank Parish Council clerk Tess Reddington for an invitation to the meeting at such short notice - and for forwarding these minutes:



    Present:
    Police: Clive Grunshaw, Police and Crime Commissioner, Chief Insp. June Chessell and Sgt Craig Appleton

    Members of the public: Mr Ted Dickinson and Mr Tony Bridge, RBL; Mr Bob Christie, Square Lane resident and Borough Cllr. Ruth Melling; Mr Gordon Anderson and treasurer, Burscough Cricket Club,

    Burscough Parish Councillors: Cllrs. Bullen (Chairman), Kennedy, Warrilow, Hardisty, Atherton, Mackrell, Tess Reddington (Clerk)

    1. Anti Social Behaviour in the local area especially affecting sports clubs and public areas:

    Gordon Anderson, Burscough CC, spoke about the frequent issues with vandalism and misuse of drugs by young people over a period of about 18 months, causing extensive damage and costs to the club. The club is now working with Burscough PC and WLBC on a major improvement scheme to secure the perimeter of the grounds. The club has a strong youth section and is keen to expand access to the wider community and particularly to more young people so that they are better engaged and despite issues would still welcome support to do so.

    Mr Grunshaw advised that while there was not as many young people on the streets as there used to be, this was a local issue requiring local engagement. In the past Youth Services, Outreach Services were more active than at present. Community Action Fund (up to £2500) can be used for diversionary activities for young people.

    2. The busy nature of A59 (and Square lane) including speeding, traffic issues and risks to public:

    Ch Insp. Chessell advised that Community Road Watch has been present on Junction Lane and Moss Lane. Deployment is based on number of incidents. Tractors are subject to the same speed restrictions as other vehicles.

    Cllr Pat Mackrell spoke on behalf of Stacy Boden (Burscough Road Safety Group), who was unable to attend due to work commitments. The Burscough Road Safety Group had met with Rosie Cooper to request better enforcement of speed limits particularly on the A59 in both the 30mph and 50mph zones. Speeding is particularly excessive in the 50mph zone where traffic regularly travels at more than 60 and 70 mph.

    Ch Insp. Chessell advised that 20mph is not enforceable due to local policy. It is not enforceable in Lancashire although it is enforceable in some areas. It is noted that this is different to the advice provided at speed awareness course in Lancashire where the course tutor stated that 20mph was enforceable. CG advises it is about educating the public: that we need to make it so that speeding is socially unacceptable.

    C/Cllr Dereli advised that speeding tractors are a regular source of complaints and that they are a big issue and due to their size and speed people feel threatened by them. It was noted that it can be very difficult to contact the PCSO – Police advise to send email for her to make contact when next on shift.

    Mr Christie asked what can be done about the speed and type of traffic on Square Lane. A recent speed check by local residents showed that all vehicles were travelling in excess of 30mph. Traffic has been made worse by the weight restrictions placed on the Derby St (Ormskirk) bridge, forcing more traffic onto the narrow and already overloaded Square Lane. Square Lane has very narrow pavements and in parts two HGVs cannot pass without one mounting the pavement. Traffic presents significant risk to pedestrian and children going to school. There are no repeater signs to re-enforce the speed limit on Square Lane.
    Ch Insp. Chessell advised that they will do some research and if there is a problem will get back to Mr Christie. It should be possible to provide more speed check signs.

    3. Policing and marshalling of events that take place in the Burscough and the surrounding area:

    Mr Tony Bridge or Mr Ted Dickinson, Burscough RBL spoke about two aspects of the policing of the Remembrance Sunday Parade. Firstly, due to Police marshalling in recent years, the Military Vehicle group have been unable to take part, as they haven’t been allowed to get in position to join the parade. This year less have taken the trouble to try to join because of police marshalling in previous years. Can this be sorted? Secondly, the reduction in the time allowed (not numbers of police deployed) for policing the parade meant that the parade could not march through the centre of Burscough and take a final salute. The parade has been significantly shortened and can no longer include a service at St John’s, and that has been accepted, but reducing the parade further so that it can’t walk through the centre of Burscough is a cut too far, and RBL request it be reconsidered before next year.

    4. General concerns regarding increases in levels of crime due to reductions in visible policing:

    Cllr Hardisty acknowledged the severe year on year cuts facing the Police and asked what was being done to persuade government to change this. CG advised that cuts in Lancashire are greater than in other parts of the UK (exception of Cumbria) and that representation is constantly made to central government to fight for a better share of funding, but he recognised that funding reductions by Police were mirrored in the cuts faced by LCC and other statutory
    It was accepted that crime had risen in recent months, but this was understood to be a “blip” and due good arrests, it was likely to be reduced. Concern was expressed that common themes such as insecure doors and windows should be highlighted, and that gravel paths and dogs help to reduce crime.

    5. Cllr Atherton thanked Sgt Appleton, Chief Inspector Chessell and the Police and Crime Commissioner for attending today and for listening to concerns. She expressed the wish of the Parish Council, to be considered as a strategic partner, working together to support the work of the Police to reduce opportunities for crime and to help to provide alternative activities for young people. It was noted that the Parish Council had secured funding to develop a robust youth strategy to help divert and engage young people and so reduce opportunities for anti-social behaviour, and committed to the creation of improved facilities for young people such as a youth shelter, and that Police involvement in these developments was welcome.

    6. Cllr Bullen thanked the members of the public, the Police and the Police and Crime Commissioner for their attendance and closed the meeting.
