    Good Morning Cllr O Toole, Irene and Graham, West Lancashire Police and a Happy New Year to you all!



    I have to report constant speeding on Moss Delph Lane. I have had many issues over the constant flouting of the speed limit on Moss Delph Lane for many years now.


    It is increasingly difficult to safely exit my property by car and cross the Lane by foot.


    The problem has sadly escalated and many drivers now see Moss Delph Lane as a racetrack. I would like to see this unfortunate trend reversed as soon as possible.


    Elderly people and the sick and infirm have to cross this Lane and motorists are not slowing down but speeding up mostly.


    The 20 speed sign is consistently ignored by nearly all motorists.


    I recently saw three large high powered vehicles accelerate from Swan Delph up to 60/70 miles per hour outside my house, while I was attempting to cross the Lane.


    I am not advocating SPIDs because they are useless as will be proved on Long Lane.


    However, I would like to see the police here with their speed cameras on fine January morning soon, preferably between the hours of 7am- 9am Monday morning.


    If the police were giving out speeding tickets, they would make a fortune in that period.


    It is getting difficult and dangerous for me to drive out of my home.


    Since cars are not taking any care whatsoever and speeding past both ways, Inrevers out of my drive at my own persona safety and that is something that I will not tolerate.


    I am copying in the Chairman, Cllr Graham Jones and expect this to be on the agenda for 13th January 2020.


    Obviously it is is a County Issue so I will copy them in as well.


    Maybe a black and white pedestrian crossing with traffic lights is required opposite Ennerdale Drive? Or would that make things worse... I do not know.


    For the time being I would like to see some of the measures that were taken regarding Long Lane to be taken on Moss Delph Lane.


    It no SPIDS please.


    Speed bumps - I am not sure at this point.


    I would be interested to know the statistics on motor accidents.

    Dear Dr Gallagher
    Thank you for your email. Unfortunately the very same comments apply to many roads in my Division including and most notably Long Lane and particularly Winnifred Lane and Bold Lane.

    I note you say it is a County matter but I am afraid you are not correct. While County In collaboration with the police advertise and agree speed limits the have no input into enforcing them.

    Enforcement and the issuing of fines is entirely a police matter; as far I am aware 20mph zones are not enforced in urban areas by the police although I stand to be corrected.


    Some time ago after many complaints about speeding on Long Lane a temporary speed camera was installed. As I suspected the majority of offenders were Long Lane residents. Speeding and ignoring red traffic lights is becoming a national problem as we see less police on our streets and in the case of Aughton even less with more being deployed in the East of the District.


    I understand your concerns and note your comments and will ensure your email is sent to the appropriate police section.


    However I must advise that the police follow a somewhat rigid protocol and only seem to take action on killed or serious injury accidents.


    I have five parish councils in my Division and I receive requests for various traffic calming measures speed reduction on a very regular basis.


    When such requests are advertised for consultation surprisingly it’s very often the local residents who oppose them.
