Gavin Rattray from the Burscough Flooding Group's been vindicated in his dispute with the Borough Council regarding his fight over Freedom Of Information (FOI) requests.
And he's now offering the Borough Council an 'olive branch' as this latest email reveals...
Dear Councillor Evans, WLBC Planning Chair
Please find attached the result of my successful complaint against the Council’s refusal to provide information about flooding and drainage in Burscough.
Please also note that the Tribunal advised in its finding that: “we find it quite impossible to say that Mr Rattray is or has ever been actuated by any improper motive. It is plain that the concerns which he has been raising over many years are serious and that the flooding and draining problems locally continued to be unresolved at the time of his most recent request. It is also plain that he genuinely believes that the Council has consistently neglected its risk management obligations. Moreover, he is clearly right to point out that, given the subject-matter, it is in the nature of things that circumstances change, new problems develop, new information is generated and new questions arise which can legitimately be directed to responsible bodies. Here, it is demonstrated that episodes of flooding have continued to occur and local developments over the years have put added pressure on water management systems generally”
The Tribunal was damning of the Council’s case in its dealing with me and its treatment of my FOI and I would hope that you and other Councillors would take a great interest in these comments in the hope of making positive change from within the Council.
Can I also suggest that the Council meets with Burscough Flooding Group for the benefit of current and future flood victims?
