Borough Council Leader Cllr Ian Moran has advised Planning Portfolio Holder Cllr Dave Evans to create a multi-agency task force bringing together councillors and interested parties to tackle the current parking and traffic issues in Ormskirk.
With highways and problem parking responsibilities lying with Lancashire County Council and Lancashire Constabulary, WLBC have little power to address the situation, but is seeking to bring the partners together to find a solution that can be implemented in the short term, but which will alleviate issues in the long term also, for the benefit of West Lancashire residents.
Coun. Evans told QLocal this morning: "Prosecuting is not the answer; nobody wants students at the start of their university life to be paying out for fines parking their cars and not wanting to be late for lectures or tutorials at the start of the academic year.
“On the other side of the equation, we have the inconvenience and severe disruption caused by the poor parking habits of some, some parking is causing an obstruction to pedestrians including those with prams, in wheelchairs or using walking aides.
“Having observed at first hand and through experience of the public transport systems I can understand why students choose the less eco-friendly option of the car, but we need to address those issues.
“We need to consider further developments such as improving the trains to and from Preston, improved bus services to and from St Helens and other areas, and look at implementation of safer cycling routes around Ormskirk particularly to and from the University.”
Town centre councillors Adam Yates, Gareth Dowling and County Councillor for Ormskirk Nikki Hennessy have already signed up to support the moves, while invitations have been sent more widely to Lancashire Constabulary, Edge Hill University, other borough and county councillors and officers from the responsible highways authority Lancashire County Council to discuss the issue.
